Project: Final Project: Writing the Grant Part 1: Need Statement, Goals, and Objectives

This week, you begin work on your Final Project. The Final Project consists of three written assignments that culminate in the submission of your grant proposal to your Instructor in Week 11. Parts 1, 2, and 3 will focus on major elements required of all proposals. In the final Grant Proposal Submission, incorporating the cumulative feedback you receive from your Instructor, you will compile these elements into your grant proposal.

The three parts of the Final Project are:

  • Part 1: Need Statement, Goals, and Objectives (Due Week 6)
  • Part 2: Methodology and Evaluation Plans (Due Week 7)
  • Part 3: Budget, Budget Narrative, and Sustainability Plan (Due Week 9)

The final Grant Proposal Submission is due Week 11.

For this Assignment:

  • Review the Final Project Guidelines located in this week’s Learning Resources.
  • Download a copy of your selected RFP. You will use this document to guide, focus, and support the development of all parts of your Final Project. Keep in mind as you complete your Final Project assignments that you are writing in accordance with the requirements of the RFP.
  • With consideration to feedback to this week’s Discussion that you received from colleagues and your Instructor, and to your continued evaluation of the literature and funder guidelines, finalize your need statement, project goals, and objectives.
  • Keep in mind that the need statement must prove that it addresses funder interests, as well as establish the specific problem the proposal will address. Improving the quality of care in nursing homes
  • Keep in mind that objectives must be specific and measurable and lead directly to your goals.

The Assignment (3–4 pages, excluding APA references)

  • Write your Need Statement. Substantiate the need by presenting proof of need. Keep in mind that the Need Statement must reflect best practices in grant writing as addressed in Week 4.

Note: If proof of need legitimately requires information that will still need to be gathered, such as a survey or focus group, provide a full explanation of how this proof will be gathered and what it will address.

1 Running head: NURSING HOME QUALITY OF CARE Increasing Quality of Care: An analysis of nursing home care Ashley Smith Walden University 2 QUALITY OF CARE There is a need to improve quality of care in nursing homes. This project will focus on the barriers within nursing homes that prevent staff from providing quality of care and residents from being unable to receive appropriate care. Per nursing home statistics, staff turnover rates are as high as 119% (Castle, 2006 p. 210). Investor ownership has also raised questions regarding quality of care within nursing homes. Medicare and Medicaid facilities have been proven to provide poorer care in comparison to nonprofit and public facilities (Harrington, Woolhandler, Mullan, Carrilla & Himmelstein 2001, p. 1452). My passion for the elderly and disabled began during my childhood years when I began volunteering at the local nursing homes. The joy that the residents expressed was very rewarding; whether it was an activity or just a conversation to see how their day was going. There were about four nursing homes in the small town, however there was one that differed from the other three. Three of the nursing homes were in the underserved communities. Therefore, the residents in these facilities are primarily insured through Medicare and Medicaid. When volunteering at these facilities I noticed the lack of upkeep within the common areas and patient rooms.
The smell of soiled linens and human urine and feces was normal, along with cockroaches being seen regularly in patient rooms and the hallways. The residents at these facilities never looked or smelled clean either, it always seemed as though there was a neglect factor as it pertained to the quality of care of residents. This project is serving as a resource to reduce staff turnover and increase quality of care in the nursing home setting to have better patient outcomes. Funding for this project is important because studies have demonstrated that staffing and resident care are connected. Staffing plays a pertinent role in the delivery of care to residents because the outcomes of resident is based upon 3 QUALITY OF CARE facility staffing; functional ability, functional decline and pressure ulcer are a few indicators that re sensitive to staffing levels (Bostick, Rantz, Flesner & Ruggs, 2006, p. 366). Quality is a concept that cannot be directly captured because it includes measures of resident care and facility outcomes which entails several different measures. With funding for this project, staffing turnover will be able to be decreased due to increased pay and education on the role staffing has on patient care. Also, facilities that care for Medicare and Medicaid patients primarily will receive additional funding to be able to provide the same care as those that have private insurance. Education will also be a part of the funding so that staff and residents are educated on what quality of care looks like, and how it affects staff and residents when not delivered appropriately. This project is a better solution because it will provide additional funding and education to those facilities with Medicare and Medicaid residents. This project will also find solutions to staff shortage and understanding the barriers that staff have with longevity in working in a nursing home. Innovations for healthy living-Improving population health and elimination health disparities is the opportunity title that focuses on minority health and health disparities. My initial project focused solely on the quality of care provided to residents that are insured with Medicare and Medicaid. This grant has a health disparity component, which allows me to be able to research a specific health disparity that relates to the quality of care provided in nursing homes. The disparity that I chose is racial and ethnic disparities, which will allow me to evaluate factors such as access to care, for an in-depth assessment of quality of healthcare received (Smedley, Stith & Nelson, 2002). Grants.gov is an organization that provides governmental funding to fund ideas and projects that provide public services and stimulate the economy (www.grants.gov, 2016). Applicants that are eligible for this funding opportunity are small businesses and foreign components as defined in the National Institute of Health Grants policy statement, may be allowed to apply. I am confident that this RFP will work well with the project because it provides $1,000,000 funding which will allow the project to have access to necessary resources for a successful outcome. Also, the technologies included with the grant entities will provide effectiveness, affordability and focus on racial/ethnic minorities within these nursing homes. Searching for grants that was focused on quality of care in nursing homes specifically was very narrow. Majority of the grants focused on quality of care in healthcare and not a specific entity such as long term care facilities. Evaluation of an RFP consist of the need of the project, funding and eligibility.
