A healthcare insurance medical cover ensures that one is covered for different medical expenses during the consultation, treatment and after treatment. Offering cost-effective healthcare services has become a burden to Saudi Arabia due to the high cost of healthcare services in public services (Khalil, et al., 2018).

Saudi citizens and expatriates working in the public sector receive free medical services through the Ministry of Health (MoH). However, expatriates working in the private sector must have health insurance coverage. The Ministry of Health receives funding from the government through an annual budget. The government also offers free medical coverage to pilgrims who visit the Holy Mosque in Makkah through the Ministry of health (Khalil, et al., 2018). According to the author of WIRE (2022), Saudi Arabia moves to introduce a mandatory health insurance scheme for all Saudi national and non-nationals due to various factors such as the increasing prevalence of lifestyle diseases, increasing healthcare expenditure, population increase and an increase in life span and the concept of offering quality healthcare services in private hospitals. According to the business wire article, the private sector organizations have to cover the employee and their dependent. The author of News (2022), in his article, also agrees with the reasoning behind the initiative undertaken by the government of Saudi Arabia to introduce mandatory insurance coverage. News (2022) also adds that the health consciousness among the youth is also a factor in the ongoing mandatory insurance coverage enhanced healthcare infrastructure, and the digital transformation is also an influence on the decision of the government to enforce mandatory insurance schemes.

The government initiative to focus on shifting to the national insurance scheme hopes to reduce the burden of healthcare expenditure which has constantly been increasing every year. However, the shift has a positive and negative effects. The first is that the risk will fall on the insurance company rather than the government. With the transition from traditional government facilities, there will be competition among healthcare centers and private hospitals. With more and more people choosing where they will receive their services, the waiting period will decrease. With the rise in competition, patients will receive high quality and better networks to attract business. However, due to the low number of qualified physicians in Saudi Arabia, some hospitals will experience economic disadvantages because physicians are expensive to hire. News (2022) further explains that healthcare insurance offers more benefits to an individual, such as cashless treatment, financial security and tax benefits. Reference Khalil, M. Health insurance remains an imperative policy strategy for improving health outcomes at this crucial time, when many countries are pursuing the third Sustainable Development Goal (SDG) of safeguarding healthy lives and promoting well-being for all at all ages (Al-Hanawi et al., 2020) The KSA provides free access to healthcare services through the MOH to both Saudis and non-Saudis working in the government sectors. Furthermore, the KSA provides free health services to the general public, which exorbitantly raises the cost of financing healthcare in the kingdom, exacerbated by the rapid population growth and increased prices of medical technology.Public health provision in Saudi is of high quality; however, it has faced efficiency challenges due to the overwhelmingly large number of people that it caters for. Saudi Arabia’s healthcare sector is growing at a hasty stride; nevertheless, the quality of healthcare consumption remains challenged by the growing caseload in free public health facilities. Insurance could ease this pressure by moving some healthcare demand to private facilities conditional on its ability to enact health-seeking behaviour (Al-Hanawi et al., 2020) Health insurance improved the likelihood of appropriate care and was associated with better health outcomes.

Health insurance appears to achieve these positive effects in part through facilitating ongoing care with a regular health care provider and reducing financial barriers to obtaining those services that constitute or contribute to appropriate care, including screening services, prescription drugs, and specialty mental health services. Health insurance is associated with better health outcomes for adults and with their receipt of appropriate care across a range of preventive, chronic, and acute care services. Adults without health insurance coverage die sooner and experience greater declines in health status over time than do adults with continuous coverage (Uninsurance, 2002a)

The impact of health insurance for either parent or child on the psychological well-being of the other has not been studied. Thus, conclusions about the degree to which health insurance coverage could improve family members’ psychological well-being cannot be drawn based on the research conducted so far (Uninsurance, 2002b) Reference Al-Hanawi, M.
