The process in which a policy is developed requires multiple stakeholders to be involved from identification of the issue(s), to raising awareness, seeking for possible solutions and finally adoption of the policy (Butkus, Rapp, Cooney, & Engel, 2020). Because different stakeholders have different and often competing needs, it is no doubt that there will have to be some negotiation. Then needs and goals of each stakeholder group must also be sufficiently met or addressed by the policy for it to be successful (Butkus et al., 2020). An example is that a hospital might be focused in generating more revenue, while employees may be interested in safe working conditions, patients & families may be concerned with quality of care. The above illustrates the different and competing needs that leadership must navigate and address in order to develop a successful policy.

The national stressor that I selected was the aging workforce. In this regard, this issue might be affecting the profit margin of the hospital by not being able to replace retiring workers with new workforce or by having productivity decline. An aging workforce may also need more accommodation, additional resources and support, slow to adopt to technology, more chronic conditions (World Health Organization, 2020). This may increase the operating costs for the hospital and go against their goal of cost reduction. This aging population would also impact the hospital through additional nursing hours to provide care, increase risk for errors and potential risk for injury and litigation (WHO, 2020).

A successful policy development process must include and involve all relevant stakeholders. Strategies such as negotiation, consultation, dialogue etc can be utilized during this process (Pache & Santos, 2013). The rationale for involving multiple stakeholders is that you want to be as comprehensive as possible, ensuring that as many voices are represented, and that a “win-win” solution is achieved otherwise the policy will be met with resistance. When you start with the same goal in mind, and you secure the buy-in of the stakeholders, this enhances adoption and compliance of the final policy that is crafted (Pache & Santos, 2013).

The Quadruple Aim provides broad categories of goals to pursue to maintain and improve healthcare. Within each goal are many issues that, if addressed successfully, may have a positive impact on outcomes. For example, healthcare leaders are being tasked to shift from an emphasis on disease management often provided in an acute care setting to health promotion and disease prevention delivered in primary care settings. Efforts in this area can have significant positive impacts by reducing the need for primary healthcare and by reducing the stress on the healthcare system.

Changes in the industry only serve to stress what has always been true; namely, that the healthcare field has always faced significant challenges, and that goals to improve healthcare will always involve multiple stakeholders. This should not seem surprising given the circumstances. Indeed, when a growing population needs care, there are factors involved such as the demands of providing that care and the rising costs associated with healthcare.
